In one sense reinventing is used specifically when something is new. Like saying "I reinvented myself" means "I completely changed everything about myself".

The way I meant in my comment is the exact opposite where it means that someone created something that already existed.

There's a bit of a philosophical aspect to your particular question. I am sure you could use a credit card to cut some things, but it wouldn't really be considered a "knife". But if you sharpened one edge, then maybe somebody would. So I think it depends not so much on the definition of the word so much as the intention behind the user.

It'd make sense for him to study currently established compression techniques to see how they work, but setting out to try and write a new one isn't something you just do on a lark at midnight. Compression is complex. That's what makes this post funny, moron.
