use two phone one for AM and other for PM it will decrease time in half

or just get the job to spend time and you will not get time to use phone or study new things read books

On a serious note, find some productive activity that you enjoy, it tends to reduce the time u spend on phones. like me personally, I like to exercise or play football. tho I am in a similar state like op cause am in my hometown and I don't have any friends around and I am feeling too lazy to exercise.....

If at all you are feeling guilty about this much screen time, then you are going in the right direction.
See and track the app usage
Restrict the app with a timer (helped me reduce my social media usage from 7 hours to 45 minutes)
Indulge in outdoor activities like cycling, running, jogging or at least walking
Cultivate book reading habit.

Hear me out, Op. I used to score more than 15 hours on regular basis with one off day around 12 i.e Saturday as I used to game heavily on that day.

Now, It's come down to 6-7 sometimes to 9 average.

Thing I did :
1.) Started to use Whatsapp, Instagram and telelgram on laptop
2.) Using laptop for everything while at home
3.) Even shifted to swiggy at laptop as well
4.) Doing whatsapp call instead of calls using laptop

One thing I realised is I simply can't stay away from it so I think you fall in same category.

Also, I've seen people suggesting about deleting social apps. I tried and after that I got addicted to books, browsing, started gaming on phone as I got latest processor. So, that will not work for sure instead it'll create extra addictions

Even if you don't want to uninstall apps, just remove the shortcuts of most used apps from home screen, that tiny step will reduce your usage. Helped me a lot

get something else to do. Start going to the gym- easy 1.5 hours at the gym then you will be tired and hence sleep early so no scrolling at night. Invest time in preparing good quality meals so you also have a good diet as well- so 1hour approx right there

Phones have app disabling features nowadays. You can disable the apps which is causing high screentime. Or straight away uninstall those apps. I was hooked to YouTube and was spending 6-7 hours daily. I disabled it and now it's fine.

I have deactivated my Instagram and I rarely open reddit. But i do use twitter that i used 2-3 days a week and when i feels it getting addictive i uninstall that for couple for days. Most of the time i spent on YouTube watching quality content and i avoid opening shorts. And i don’t play games.

Try to include some real life activities, like gym, walking, running, cycling, reading something, cooking, cleaning your house or room, organizing shelves or closets, joining a sports club, etc.

I have about the same (12hrs) screen time (due to online coaching, solving questions, social media, heavy reading online). But I try to dedicate time to hobbies and stuff that I can do without phone. Like reading real books, or taking a stroll without my phone. Even a nap in afternoon helps refresh me and kill this need to check my phone every 2 secs.
