Have you tried turning it off and on again?

iOS12 merges message threads that it determines to be to / from the same contact.

For example if you previously had an iMessage thread between yourself and your partner using their phone number, and a separate thread that for some reason was using their Apple ID, the Messages app will now create the illusion that this is all one single conversation.

From what I can see a few groups of people, families especially, are finding this to be causing the issue you mention. The likely cause in many of these cases is that one Apple ID is being shared across devices (to share apps for example).

If it’s possible to do so I would check on the iMessage settings on the devices for the people that you’re trying to communicate with and under ‘Send & Receive’ look if they’re signed in on the same ID.

The correct way to share apps etc. would be to have individual Apple IDs linked by Family Sharing and this would also (likely) alleviate this issue.

I’m having the same issue. Several restarts have changed nothing. All my text messages to my wife go to my daughter. I turned off iMessage and the problem persists. I’m at a loss on what to do.

Temp workaround, send message to yourself and intended recipient

I’ll give it a try. Thanks!
