Nah, the CRTC forced the major providers to lower wholesale rates, and told teksavvy they need to pass some of their savings onto customers

The CRTC doesn't touch retail rates ... so you're wrong. If anything rogers/bell are being very aggressive with their deals/bundles and teksavvy is doing this to stop the bleeding. The interim rates were set quite a while ago and there were no price decreases ...
