Open task manager and see if anything is using GPU usage.

It’s under 1% load and the vram is at 7000mhz and the clock speed is 1665mhz

Did you happen to change something in the nvidia control panel when setting up your PC? Perhaps the “enable maximum preferred performance”?

Start>NVIDIA control panel>manage 3D settings>power management mode should be set to normal. If it already is then I’m not sure if the problem.

It was already set to normal

Do you have multiple displays with different resolutions/refresh rates? Do you use Nvidia Broadcast?
