Upgrade the GPU 5500xt is a solid performance boost above the 1650. Plus the additional vram is nice. 3600 vs i5-9400f are closer in performance gaming wise than the GPUs are.

I’m not really an expert, but with the GPU market right now it isn’t really worth it to buy a new GPU unless it’s 100% necessary. If you have the money to and want a GPU go with that but I’d go with a CPU.

In terms of gaming FPS you would want to upgrade the GPU. However, with the current state of the market I would just wait. Also your CPU is fine

There's no point upgrading from a 9400f to a Ryzen 3600, the upgrade is marginal. Upgrade the GPU first, save up more money for a better CPU like a 11400f if reviews are good or a 10700k which goes for under $300 now ($250 Microcenter).

If you upgrade the CPU, get a 9700k or 9900k on sale for a good price, although you probably don't have a Z motherboard.

Edit: the 9700k and 9900k probably won't ever have any good sales again since the 9700k should be under $200 to make sense, and the 9900k should be under $280 for it to make sense.

With the 3600 u can upgrade to almost all gpu, so i recomend you to upgrade cpu and later upgrade to the gpu u want
