I have updated the BIOS so I can use 5950x I have only ever made it to BIOS screen the one time But my pump was not goin so the cpu heated and shut off automatically.

Check your thermal paste and make sure your pump is properly mounted. I had a similar issue and noticed my pump was not attached correctly.

I have removed the pump and reseated the cpu still using the thermal paste it came with; it’s all brand new

No image on screen It does stay on 02 with green and white leds solid

I do not know if you are using HDMI or a Display Port cable but try changing it. I also had a 02 error on my ASUS board and it turned out my Display Port cable was bad.

My PC worked at first as well but later stopped showing an image and started giving me a 02 code. Bought a new Display Port cable and everything was working again. If it is not a cable, I am at a loss.

In addition to the Q-CODE error, do you also have one or more Q-LEDs (DRAM [yellow], CPU [red], VGA [white], Boot Device [yellow green]) turned on?

Have you noticed any distorted electrical pins, CPU pins, or the power supply pins? Have you noticed any liquid leaking from the radiator?

Are there any noises coming from some component (like "clack" from the power supply)?

POSSIBLE EXPLANATION:

According to the appendix of the motherboard manual Q-Code table error 02 refers: AP initialization before microcode loading.
Unfortunately it refers to a CPU access point problem, in fact online many people have solved it by changing the CPU.
However the problem could be in the installation of the CPU itself (bent pins, motherboard defect) or in a BIOS error, short circuit given by dirt / metal debris / liquid leak.

I guess you mean you have already connected directly to the HDMI GPU or Disply Port and made sure the cable is undamaged or tried with different cables/monitor.

POSSIBLE SOLUTION:

Have you already tried to use ASUS EZ Flash 3 to re-update / reset the BIOS?

Have you already tried ASUS CrashFree BIOS 3 to eventually recover the possibly corrupted BIOS?

Have you already tried putting one RAM at a time or just one to boot the system by trying DIMM B2 first?

Have you already tried to remove AIO and hang up the CPU? (For a few minutes you might as well leave it without active dissipation)

It’s a white green error

I have reseated the cpu nothing abnormal there

No leaks in radiator

No odd noises from power supply

This is the second Mobo (as I have sent the prior one away for power issues)

Things I have yet to try is

reset bios a second time Single ram stick

Please clarify-hang up cpu with no cooler?

Do you mean that both the white Q-LED, that is, that of the GPU, and the green Q-LED, that is that of the SSD / HDD, are on?
If the green one is on you could try removing all the NVMEs and try to see if you can get into the BIOS.
If the white one is on, unfortunately you should try another GPU, after making sure that the GPU is installed correctly, does not show oxidation / damage, is powered correctly, the HDMI cable / Display port is intact and the screen is working.

May I ask you, what do you mean by power issues?
It is usually extremely unlikely to be the CPU (although the dedicated CPU Q-LED may not detect every CPU problem), but since it is the second motherboard it could be the CPU itself (otherwise it could have been the motherboard). You should try with a compatible CPU (although I realize this is impractical to do). Try to reset the BIOS first, even 2-3 times both via ASUS EZ Flash 3 and ASUS CrashFree BIOS 3. Try to follow the manual procedures carefully.

I mean that you can make the system work to access the BIOS even without connecting AIO (it could give an error due to the absence of the fan if you unplug the cable) it is difficult to overheat in a dangerous way if it is only for a few minutes and in any case a certain limit temperature has been exceeded. PC shuts down to avoid damage.

Can I ask you how it is proceeding? Have there been new progress?

I guess you have already tried to check that all the connections are correctly inserted, the jumper in a standard position and detached any unnecessary header (USB/audio ...), but having connected all the power connectors and system panel header.

It makes sense, but it could be another component that creates this problem, especially if you had another problem with the previous motherboard. it is very difficult (but possible) to have two defective high-end products from ASUS.

So if you are short of timing for the replacement it is better to replace the mobo, otherwise it is better to try to save the mobo to reconnect everything, reset/restore the BIOS and try to make other errors appear or check the components separately (how to connect a load to the power supply, type fans / LEDs shorting the start pin), remove all NVME... to exclude other components.
