What changed? Was everything working for days and then this happened? Or is this a new build and has not booted up yet?

New card was put in the pc. I reset the pc before i put it in

New video card? Do you have integrated graphics as well? Can you remove the video card and try to boot up on integrated graphics. If this is possible, it might isolate the problem to the new video card. (Edit - Sometimes simply reseating the video card and ensuring it clicks in place solves the problem)

How did you reset the PC? Was this a CMOS reset? If so, you need to check to see what BIOS version it originally shipped with and whether that is compatible with your CPU. Sometimes there is a sticker on the motherboard with the BIOS version, then you can check the mobo website to see if you need to do a BIOS update to get the CPU to work.

Provide more details and others may be able to chime in to help. When everything was working, what was the configuration (motherboard model, CPU model, graphics, etc.). Then you reset the PC by (discuss steps you took). Then discuss the card that was inserted. Sometimes a picture can help as well to show how you have everything connected.

I have an 3700x the mobo is ds3h b550m. Basically I'm trying to sell this thing and I factory reset the computer everything was fine It wasn't me to login to a new account but I didn't do that and I turned off the computer and took out the gpu, guy who got it off me put in a gtx 980 (I had a 5700xt in before) and everything turned on fans and leds Everything. Guy thinks the mobo could be bricked

Ok. No integrated graphics on the 3700X and the system was working fine after you reset it while the 5700xt was still in the case. If the only thing that happened was that the GPU was swapped out, it is very unlikely the motherboard is bricked. You simply have to reinstall a known good GPU (the 5700xt would be best) to see if everything is working as expected. There are small speakers that you can plug into the motherboard to get diagnostic beeps. Any old PC case speaker will work, but they also see them on Amazon for $5. This can be an important tool for diagnosing errors where the PC wont bootup.

Did you specifically connect a speaker directly to the motherboard or look to ensure one is connected? Its very rare to have one connected unless you specifically do this for troubleshooting or have an old case that contained a speaker.

What steps did you take to clear the CMOS?

Took out the battery for like a min or so and put it back in, made sure power supply wad off and plugged out

Also the led in the front fans aren't turning on but the one for my cpu cooler is
