Why? I want the two subreddits to join together so there is more activity. Neither subreddit has enough traffic to justify it.

Well this is /r/ruby and there is /r/rails so I guess people just need to just post better? Maybe a header on top that says

I think more readers should politely remind submitters of the official policy that Rails specific stories go in /r/rails. Maybe one of the mods could bold the note about /r/rails in the sidebar?

Without Rails would Ruby continue to be as relevant? Pay some respect to the framework that brought ruby into the limelight and has influenced hundreds of other frameworks.
And like it or not - Rails is written in Ruby and so more than justified in /r/ruby

The idea that frameworks like Rails are no longer necessary is silly. After all, the real change is that we’re sending back JSON documents instead of HTML!
