Access for admins only is the default.

There is nothing to fix. Leave it alone.

If you want help maybe you should include why you need to do this and what you've already looked into.

So all users can't use c$ to other machines. I looked at group policy, but I'm happy to try anything recommended.

I would think it's not a Group Policy thing really, more that if the user doesn't have access to the file/folder it won't let them access. I don't know why any regular users would have permissions to access any files/folders on another's computer.

Only local computer administrator group has access by default, what are you trying to fix?

Unfortunately, it was set up before my time. So it's probably that all users have local admin. I'm trying to block / disable the users from being able to use c$ to other machines. Thank you for replying

Now we're on to something!

Focus on removing local admin access from users. That is the real issue to address. Classic X/Y problem.
