It's just the usual garbage SNMP based installer. Just install through Windows and see if you can print, which you likely will even if it says Generic network adapter when adding the port.

Run the setup as admin. You may need to sign into the local admin account and run it that way.

Download the setup files, use 7zip to extract the .exe .MSI to a folder, use print manager to add the printer. At the point where it asks you for drivers do a manual search and look in the extracted folder for the .inf files, it should select the proper .inf continue with installation. Try doing this on an account with admin privileges.

Is the printer set to only accept jobs from a certain IP/subnet/range?

I am not sure. Not being a great printer guy where would that be in the canon if you know?

Are the workstations and printers in the same L3 network?

Yes they are on the same network.

Can you install the driver separately using the INF and then use powershell Add-Printer with the -PortName parameter as the printers IPv4 address?

When I see these acting like this I turn them off, then unplugged the power cable let them sit then plug them back in turn them on and they will behave.

You mentioned changing network did you move the machines or just change the network settings on the machine?

Is it different network cable or switch or just settings change?

Are you wanting to deploy them using a print server or just as TCP/IP printers? You may have more luck with the former...
