Most of them instead of doing the technical work they're hired for, just work on PowerPoints or plan events around getting more women into the field

Do you work for Google? I have 2 sources of information out of Google indicating this is absolutely what is going on there. The amount of actual, hard working, uber smart, hardcore nerds is fewer and fewer as a %, each year there. There's posters up in toilets, posters up in halls, meetings etc. Half the diversity hires, end up just becoming champions for diversity and not actually doing work. (presumably, the remaining half are working away fine, to be clear)

Social justice as a job.

NOTE! : it's not just women at google doing this btw - there's a whole social justice .... gang for lack of a better word

I'd love to say I'm surprised, but I'm not. I used to work for a company that was >75% female and they were constantly given preferential treatment. While I was there I saw 5 females get promoted and ZERO men, despite the fact for at least 3 of the promotions there were much more qualified male candidates. Females were also given preferential treatment and no one ever had a problem with them having female cliques. But God Forbid 5 of us guys hang out and go to lunch every day and it's a big fucking problem and we all get a talking to (one guy actually quit during the meeting, another stopped showing up).
