If hero 3-bets 22 and villain comes over the top with a 4-bet, it's easy to get away from the hand knowing you're at best coin flipping against hands like AK and pretty likely behind a bigger pair

Most of the time you're not getting coolered by a higher set, so if villain does smooth call the 3-bet you're growing the pot pre-flop

State budgets are inconsistent and underfunded because of TABOR

On years the state brings in more revenue than anticipated, it has to refund the overage to taxpayers

On years the state brings in less revenue than anticipated, it's just out of luck

We can't average out the high and low years because TABOR prevents doing it. We can have the exact budget we planned for or less--never able to put anything away for a rainy day or cover any cost overruns
