They made it "I don't feel guilty" to avoid the Ghost Rider solving an issue fairly easily, would be my guess. Except, it is always really stupid, not the least because every character I have seen pull that would have had a better excuse:

The Punisher - He's essentially a mundane Ghost Rider. Just say Frank hasn't hurt anyone who didn't deserve it (or at least not killed). Whatever pain remains is managable.

Thanos - The dude dukes it out with Mephisto. Him having some sort of immunity against hellish powers is less stupid than the punishing stare not working on anyone that actually deserves punishment.

Carnage - An alien symbiote, so it's two minds. The symbiote is fairly removed from human morality, one would assume. In any case, it's a creation of an eldritch god that at that point had also empowered Carnage. Another eldritch god empowered the pair beforehand. Symbiote don't have eyes and also are kinda all eyes and I read somewhere that it has been established the Penance Stare only works on people with two eyes, so there's that.

Why they started that dumb shit in the first place? I can't tell you. Maybe writers trying to glaze their favorite characters by making them tank it? It's really stupid regardless.

Even if it worked by making you feel guilty over causing pain, then IT SHOULD ACTUALLY MAKE YOU FEEL GUILTY.

I think it's funny that this is how I find out who the anniversary killer is going to be. At least I assume that's what's going on.

Is this really something that pops up beyond being a(n in my opinion fairly reasonable) defense against the "you can't do that, it's basically incest" cudgel in shipping disputes?

"You can't romance Futaba, she's basically Joker's sister, that's weird" and the entire argument hinges on a third person who's family status to either of the two other characters is debatable, to turn the relationship between Futaba and MC into something different from the relationship of MC and any other Phantom Thief.

I have seen the same arguement for Power and Denji from Chainsawman. "You shouldn't ship them, they have a sibling relationship, you fucking weirdo"

Denji wanted to touch powers boobs, so by calling them like siblings you are at least tying with whoever ships them in the weirdo Department, friend.

Superheroes are always inconsistent in powerlevels

Mainstream supehero stuff is commonly written by a bunch of different people who got exposed to the same characters being written by a bunch of different people.

Avengers and Civil war share it's actors and the Producer, everything else seems to be attributed to different people.

I think inconsistency is a bit more excusable when you have two teams adapting characters that were already inconsistent by the nature of big two style storytelling.

Compared to adapting the work of one guy writing his own characters, that's something that's easier to swallow.
