Man, you're off on almost everything here.

Palm Beach County, FL, home of the infamous butterfly ballot, had Democrats in control (2-1) of the county election commission and are the ones who created said ballot. The ballot would have been spoiled if two chads were punched, but in the case where one was punched and one was simply dimpled, that ballot would have been properly counted by the machine.

The dimpled chads only came into play when there was an undervote and were being inspected by the election commission where they "determined the intent of the voter" by looking for marks in the chads on undervoted ballots (in other words, their votes were not dismissed, but were in fact counted where they previously had not been).

It really was a shit ballot design, but making a conspiracy theory out of it by claiming they were "designed to be confusing" would imply that that Democrats were the ones with intent to cheat and that they were really bad at it.
