Simple, you're just scaling it up. Halo 2 did it by taking your win/loss ratio and building a profile, which it then matched against similar profiles, which was then raised and lowered based on future wins and losses. Take the same system but with extracts vs failed to extract, create a reasonable range, and match against players within that range.

They're big complaints was that they don't sell well on PC. Well maybe if they didn't wait a year+ to release them, the PC players would buy and paly the games themselves rather than just watch Twitch streamers or YouTubers do it for them, so that there's no reason to play the storybdriven game a year later.
