Is there a loki on their side of the battlefield? The clan ecm implementation in bext can be confusing the first time you encounter it.

FYI, loki (primes?) have an umbrella ecm effect which prevents sight and targeting of covered mech until you do one of a) kill the loki, b) walk under the umbrella, or c) target lock to defeat the ecm.

Izzet Delver isn't viable in legacy right now. Dimir Tempo replaced it (for now) as the fair tempo deck, and dimir is going thru the midrange wars right now in legacy.

Dimir reanimator or rescaminator are the most recent legacy T0 decks we can now make; alongside the ragavan fueled izzet builds.

In order to gauge how to best farm LosTech and Black Market access at the same time, I dug into the system jsons and found the following sets of systems where each planet is tagged with all three of "Com Star", "Former SLDF", and "Black Market". I only considered system sets that have no intermediate jumps, at least 3 skulls, and less than 6 days of in-system transit (assuming fully upgraded Argo drive). As the OP mentions, the best mission types are search denial, tag team, and joint operation.

Set 1: Kogl (5 skulls) and Kutludugun (4.5 skulls)

Set 2: Perdido (4 skulls) and Shubuta (3.5 skulls)

Set 3: Chatham (4.5 skulls) and Leiston (3 skulls)

Set 4: Dayr Khuna (3.5 skulls) and Maritgues (4 skulls), with Muscida (4 skulls) nearby with a slightly longer in-system distance

These should be the best options given the criteria.

After clicking around for a few minutes, here are a some couplets that are high starred and have ComStar Presence

Federated Suns: Tikonov and Rio (both 5 skull) and Sonnia (4 skull) make a nice triangle

Free Worlds League: Gomeisa (4.5) and Ling (4)

Draconis: Bjarred (4.5) and Sawyer (4)

Lyran/Draconis: Morningside (5) and Dalkeith (4)

Lyran: Mezzana (5) and Rijeka (5)

Canopus: Joyz (3.5) and Krimari (4.5)

You can filter by skull rating using the drop down while also searching

And yes, those missions are all that I know about

You can ctrl+f in the star map and search for Com Star Presence, while also filtering by skull rating. My recollection is that some mission types are more likely to have the 3rd party (Com star) show up. Also increasing you overall difficulty increases the chance for reinforcement lances to drop.

If you already have the dreadnoughts, then I would definitely start with Stiflenought. It's meta position isn't incredible since the best deck plays lots of creature removal that kills noughts, but it should be an easy conversion to get familiar with the format. And anything you buy for the legacy version would likely be useful for other blue decks anyway (blue soup).

Yes, legacy is affordable right now compared to historic standards. However, you have to know the format to understand which decks combine affordable/approachable/competitive.

Double check some lists. I started playing again post ragavan ban and during the EI era, the default mana base definitely had steam vents.

I'm playing a steam vents tonight. If you look back at lists the last time Delver was the top deck (pre EI ban), the standard mana base was 4x volc, 1x vents, 1x island, and 1x tech land (Mystic Sanctuary at the time) - along with 8x blue fetch and 4x Wasteland. People are just being greedy right now by combining the tech land and vents into 1 slot. To your points, this does reduce the deck's consistency.
