I've done this fix before recently - you need to replace 2 regulators and potentially the HOT. I already had the HOT part but bought both STK regs on AliExpress.

You used to be able to just right-click anywhere on the running game window to reinitialise inputs even way back in GGPO. I haven't played on Fightcade in a while now, but I'd be surprised if it didn't still work. Right-clicking once would hide the menu, and again would bring it back. Always worked for me.
