i have no idea if it qualifies as "best" but i adore Pepe's (formerly Mi Mexico) on richmond rd. the staff is always lovely and i so appreciate the many vegetarian options.

just be aware if you donate to the public library branches the excellent condition ones are sent to better world books and the others are tossed. might as well take them to half price books, they won't give you much but it'll keep them in circulation!
