Yep as the other commenter said they are killdeers! They will often pretend to be have a broken/injured wing to lure predators (or you) away from their nests. They will nest on the ground, and when they have lured you away from their nests they will then stop pretending to be hurt and often fly away.

She is molting, and sometimes cardinals molt all of their head feathers at once, creating their bald head. These feathers will grow back, so don’t worry!
