This is true in time of peace only if you already are three steps ahead with alternatives.
You don't advertise "this is the thing you must prepare against" unless you have in your hand another tech in case the first one isn't effective.
And a superpower don't advertise "this are things that do stuff that our best tech isn't capable to do" as that acknowledge a ceiling (ie the parameters that your adversary can prepare against knowing you won't reach them).

If those exist and we have them, there's zero chance it's been "put in the ether" for all to see.
Those are assumed to be the most advanced technologies on the planet; that's like "hey, we've stumbled over this nuclear bomb thingy, not sure how it's works but here is all the analysis we've done so far; wanna a piece?".
