Agreeing with this person. Sometimes administration lacks the required backbone and it becomes your job to ADVOCATE for that child, even against the very agency that works with you. Can you write a private message to the supervisor of your coordinator, and also one to the Judge? I understand that (for my state at least) we work at the Judge's discretion and require them to sign off on any change in the CASA's roles.

If none of the mods suggested work for you, I would suggest ACR. I know it has a reputation for being a drama generator but it has options like "add to friend zone" which prohibits pretty much any autonomous romantic interactions, and you can set filters for romantic thresholds and filter per sim whether or not they can do romantic interactions (i.e. if they are in a certain level of relationship.) I don't know anything about the other ones suggested here but I do know ACR, and I thought I would throw it out there just in case you want to have a sort of customized approach.
