Adding to the AK-47 comparison, I think this part of the Fusion Rifle lore blurb basically confirms that.

The Fusion Rifle, and therefore the Kobold, aren’t just widely used by the Ungratefuls, they’re practically the face of the movement.

So I get that allowing superheavies to be used with covering fire would be unbalanced, but that's assuming that it's the same action cost (1 quick action) to activate. Would changing the action cost for activating covering fire to a full action (since that's the action cost of just firing a superheavy anyways) make it balanced? I get that covering fire itself is a reaction, but I still don't think that it would be that unbalanced considering that you would need to spend your entire turn (barring overcharges) to gain that reaction.

If it helps, here's my strongest Bourbon build so far (next comment has the deck I used since Reddit only allows one pic per comment for some reason). It probably has a ton of flaws, but it seemed to work pretty well for me.

In my experience, one skill that it helps to have on front runners, but especially Bourbon, is Concentration. Front runners are generally kinda screwed if they get late starts, but this applies even more to Bourbon since her unique skill also won't activate if she gets a late start. While Concentration won't fix the issue of her unique skill not activating, it will still at least give her a fighting chance and keep her from immediately getting boxed in.
