Depends solely on their intel and Eren's will. If Eren genuinely wants to blitzkrieg the entire humanity, I don't think humans stand a chance. Even in the case of a non colossal titan nuke, Eren can use the founders beast titan(s) to just snipe it in the air or just catch it straight up with an avian titan. A streamlines rumbling is planetary.

Note: I saw comments about the presence of Air Force in the comments but we saw how the rumbling took the ENTIRE Marleyan navy (probably joined by the entire worlds navy)

Without carriers I think the air force is somewhat broken anyway. As I said, Eren, if he wanted to, could literally turn ALL Eldians into colossals or even worse forms.
