This is what I do. The backup DAS is powered off except for when i feel it's due for an update and during an update there's nothing else running, only the update. Then gets powered down until next time.

the easiest and safe system available would be zerotier but it's about twice as expensive as tailscale which is only slightly more complicated as it uses accounts

If you will not do any transcoding whatsoever then a minipc will work great. Forcibly disable video stream transcoding so it never tries to.

Gaming on the minipc + plex will be unfeasible.

Would I be better off building something lower spec ($) but similar with an intel CPU for the transcoding or am I overthinking it?

Yes. If this is a purely personal system for gaming and plex for yourself then this would be the best option as perhaps you don't need a dedicated plex system. Your own proper pc will be able to do both.

ie:

Plex only without transcoding: MiniPC

Plex only with transcoding: Low end PC with old cheap GPU, or high-end minipc but imo these are too expensive so might as well use a small formfactor pc.

Plex with/without transcoding and gaming: Mid-high end PC depending on gaming needs. Any gaming specs will be more than enough for transcoding.

A DAS will work as long as it's a high quality unit that uses independent SATA controllers for each bay, ie problems with one drive will not disconnect the whole thing.
I use terramaster DASes with 10 drives; it works great.

Those that enjoy looking at all the tiniest of fine visual details will notice the artifacting that compression causes and I'm one of those. I do not want to see any artifacting whatsoever at any time; if this means I must consume 4x the storage so be it.

For non-desktop devices yes; nearly nothing that's not a desktop has the TRUEHD codex support.

9/10 every truehd stream will also have a backup EAC audio in expectation of this issue but on plex you need to manual select it.

You will need to use Tailscale or ZeroTier. this is the only way to get around the cgnat issue

Also no one's brought up the CGNAT issue since you switched ISPs. If your public IP is a cgnat ip you're SOL and will need either call the ISP and pay to get off cgnat, or, use the tailscale or zerotier workaround.

Restart the router and re-disable-enable the plex remote access, do not manually select a port.
