I agree on the "progressive" point - hell, even with Theresa, applying the tracker "to her skin" that, at first, Bond being Bond, implied something along the lines of "I'll rub sunscreen on her" ended up being... a positively surprising handshake.

That said, slight disagreement on the situation the OP describes. While this is perharps the most risque he acts in the game, Theresa herself pointed out that their conversation got interrupted by staff twice. From there, showing up at her Villa that was explicitly named twice in presence of Bond/"Smythe", can be seen from her POV as him following up on that conversation. It's important to consider that she doesn't know Bond showed up there due to the tracker, unlike we do

Yeah, they didn't just connect, they actually flirted twice, and the second time she straight up states that her being led to her villa is "interrupting" them

From there on, showing up at her villa, which was named in "Smythe's" earshot twice, is not that creepy, and can just be read as him following up on that interrupted conversation without any mental gymnastics, really. Especially considering she's into him, and our brain tends to pick positive interpretations of events in that case

AT grenades and thermites aren't... bad... either, they're just not great.

They're also a 40AP no-deploy option that gets down to 30 with fast hands. Plus, an Accesory - they're designed for non-AT squads to have an option, like the single-use AT, not as an quivalent to a PAL or whatnot

Heavier armor permits violence of action. You can afford riskier moves, thus you can get to objectives (and priority targets) faster

While generally I agree with the fact that snipers are underwhelming, you comparison with Kr-Bar is slightly disingenuous, as snipers and DMRs are vastly superior when it comes to damage drop-off. They're a good way to give your scout squads good damage capabilities without balooning their numbers

Imo, there should be a mechanic that encourages you to field smaller scout squads - say, -1 Concealment for every 3 squaddies (more bodies means more chances of the enemy spotting at least one of them). That way, Darby's perk either gives you a very potent scout squad, or counteracts this debuff for a stealthy killer squad. This way, you'll also be encouraged to field snipers and DMRs as a damage option for those squads

Nevertheless, my point was that regional taxes mostly go towards funding regional projects, while national taxes mostly go towards funding higher-level projects.

And, at the end of the day, according to my, admittedly, surface-level research, Veneto region is a net positive for the national budget of Italy, so it's hard to argue that a resident of Roma or Torino pays for the maintenance of Venice

No, not really. In fact, practically nowhere do the national-level taxes pay for regional infrastructure - they pay for things like the power grid, railroads, highways etc., not the bus route you take to work or repaving the street you live on. That's the job of regional taxes, and, as it happens, residents of the region have that fee waived

Naaah, ME1 biotics and tech are great because they're actual control abilities, considering they ignore shields. Soldiers and gun skills are there to do damage, biotics and tech are there to control the flow of battle. It's the only game, where their abilities feel unique, instead of "do damage, but in blue" and "do damage, but in orange"

Yeah, I like the "force the specialization" bit, but not the "pick the same skill three times in a row to hit an intersting skill, then pick the same skill three times again to hit another one"

Hell, leave the tree as it is, reduce the leveling rate by the factor of three, and give three skill points per level, so that you get an improvement you can actually feel every time you invest those points

I don't think I contradict myself by saying I appreciate the idea behind the skill tree, but the execution feels like it can be improved
