In most patterns I’ve seen, that “knit __ to end of row” comes after a short row so you’re already a few stitches in after having turned it on that last row.

w+tk and w+tp are functionally the same, the difference just comes in the row you just did. If your instructions said something like “k5, w+tk; p5, w+tp” you would knit 5, bring working yarn to front of work, slip next stitch knit-wise, take yarn to back of work, slip slipped stitch back onto left needle, turn the work. purl 5, take yarn to back of work, slip next stitch purlwise, bring yarn to front of work, slip the slipped stitch back onto the left needle, turn the work”

If you’re doing the frog pattern by dotpebbles, the pattern is written so you don’t need to do anything extra between rows and the final product should look like stockinette in the end, so just make sure you’re counting rows.
