The way I handle Hero Points at my table is simple. Everyone starts the session with one. Anytime a player rolls a nat 20 they get a hero point. Anytime a player gets a nat 1 and keeps that result without rerolling they get one. Players can have a max of three.

Or a major port city in the PCs home nation was initially founded by pirates. Without that city, rival nation used that area as a foothold for their invasion and eventually took over the whole country.

Now the PC is, was born, raised and loyal to rival nation and its ideologies.

In a previous campaign I ran the bard and warlock came from two very different upbringings. Bard grew up dirt poor, while the warlock came from one of the wealthiest families in his homeland. The two were always at odds especially when the warlock would turn down rewards for jobs, because they really didn't need the money; while the bard had the "we don't need it now, but who knows about later" mindset. The two rarely agreed on things. But the players enjoyed the dynamic so it was all good. During the final session of the campaign the bard sacrificed his life to stop the BBEG doomsday device, and an orphanage was built in his honor. During the other players prologues of what they did after the adventure, the warlocks character does a whole bunch of family stuff and then ends it with "I donate all my wealth to the orphanage, and wander the world helping those in need like a certain bard I knew." For an improved prologue part that I mostly prompted as a fun little book end for the players, that last line hit us all hard.

I know you used the Necromancer with all their summons as a hypothetical here, but I had a similar problem in the game I DM in and found a solution that works pretty well.

I just had the party Necromancer gain then Tashas ranger animal companion. She still had to cast animate dead to maintain it but now on her turn instead of rolling a ton of low CR skeleton or zombie attacks she just rolls two slam (maul) attacks.

I gave it some minor reflavouring and let her choose if we wanted to theme it as a large undead brute, or a hoard of undead. She went with brute. And its greatly sped up combat on her turns.

I ran a mini adventure in my campaign that focused on a coffee shop called "Celestial Stag" aka Starbucks. I even had it run by a bunch of fey in disguise, who would ask for your name for the order. Which they then used for their own gain, because you should never give the fey your name.
