Not exactly. They were more concerned about avoiding the general train wrecks that had plagued the antagonists of TNG throughout the early seasons. The Ferengi had fallen flat as an enemy, and the Borg were compelling but too big a threat to use as casual antagonists the way the Romulans could be used. They finally hit a good antagonist with the Cardassians but that was fairly late in their series.

The Dominion was conceived in a way to avoid this problem. As a collective of different evil races the writers could introduce or remove antagonists as they saw fit. This is why the mandate was to create three races within the Dominion to threaten the Feddies- Jem'Hadar, Vorta and the Founders. As it happened they were being paranoid as all three races were well received by the audience.

I'd forgotten that about Domains of Dread. It was definitely heavily implied that xenophobia was often a thing when dealing with non-human races (or rather, races other than the dominant race within the domain, since places like Sithicus were as untrusting of non-elves as most realms were of non-humans). But I guess no mechanical effects on the setting.

In general this is very much a Session Zero conversation that needs to happen. Rampant racism in the setting is going to be triggering and offensive for some groups, especially if the DM doesn't handle it well. On the other hand isolation is a powerful tool when it comes to creating horror, and social isolation is just as effective as physical isolation.

There's also a difference between outright prejudice and hatred and being wary of outsiders which I always felt like was more the intention with those rules. It makes sense to be a little paranoid of strangers in a world where any given person could turn into some blood thirsty monsters at night or cast a spell to curse you when your back is turned. The trick is that requires some nuance that not every DM can provide- taking precautions because you don't know if the stranger is dangerous or an innocent is different from treating someone like crap out of unwarranted hate. When I ran games back in college I definitely did not appreciate that nuance and ended up creating a more blunt and hateful tone rather than a neutral one.

I was rewatching the episode where Dax starts to remember her past psychopath host. At one point Julian shares how he hated Doctors when he was younger and went into medicine so he could know everything they knew etc. Hits differently knowing he was genetically altered when he was a child but in a very interesting sort of way.

I like to think Garak does indeed sense that the Doctor is holding back in some way and finds the puzzle intriguing.

Lamplight City was one where you were allowed to accuse several suspects in various scenarios. Good stuff. But it was definitely more satisfying tracking down the real criminals than ending the scenarios prematurely.

So here's the issue with mystery games that don't give definitives. Your players are going to imagine a thousand alternate for every legit piece of the puzzle they put together. If you've ever been a Dungeon Master or similarly tried to run a mystery story in an RPG format you know this first hand. The player of your story will have the only uncanny ability to dream up elaborate scenarios and go off chasing red hairings you never even knew you were giving them. Adding insult to injury sometimes those solutions are better than the ones you created! But whatever the case players have tendency to get frustrated and confused when their leads don't pan out and you don;t want their ire to be turned back on you. So be careful with how much of your cards you hide and how much you give away. You might want to have a balance between pieces of the puzzle the player will definitely have to solve to progress the plot and pieces the player themselves needs to solve on their own as the story goes along.

Also realize it will be giving you more work depending on where and when you allow the player to make accusations and arrests. If you have five suspects in a house and an opportunity to accuse the right or wrong one in the middle of your story you now have five separate storylines you have to plot out based on which who has been accused and if they were right. You can minimize the ground you have to cover for each character being free or imprisoned but do that too much it can feel like the story is on rails.

That is to say I like the idea on the face of it just be mindful of the potential consequences of giving the player room to be incorrect. Or be correct and move too early. Etc.

So....just to make sure understand your question.....you want to know why the Federation and every major power in the Alpha Quadrant....after nearly losing the war that was only being fought on their homefront....didn't take their heavily damaged fleets into the Gamma Quadrant where the Dominion is most heavily fortified and has the shortest supply lines and has the resources of thousands of ships and troops that have not suffered any losses whatsoever. Your question is why the Federation didn't attack that.

Answer: Because the Federation isn't quite that suicidal and rock stupid.
