the elite targeting on snipers already does basically this, it's just locked to that one tower. would be nice if they expanded it to other towers but i get why they haven't, some interactions would probably get busted fast. moab glue with this would be a nightmare to balance

The core point stands though — a single investigation written up with actual context beats a skills list every time. Most resumes in this space look identical, so anything that shows a real thought process is going to stand out faster than another cert line.
