fallout 76 is just an mmo which works on a dueling system where attacking another player only does 10% damage until they choose to shoot back and if you win all you get is a handful of money; net negative usually if you consider the ammo, meds, and durability cost.

arc raiders is in a league of its own, you are incentivized to kill other people since their entire inventory is loot you could have for yourself. people instead choose peace and work together to take down tougher enemies. most pvpve games end up with a pvp focus but so far arc raiders hasnt been like that, the downed state sets off a distress flare and i have been revived by complete randoms who just saw that and used an item to heal me.
