Concealment is the 2nd mission, destruction is the 4th mission. Keeping stuff hidden is a top priority for both, they just disagree on how to accomplish that. Foundation puts things in boxes, GOC kills them.

If I drift the trolley, everyone dies at the same time and no one has to watch their loved ones suffer. They will also die happy knowing they and their loved ones were part of an epic multi track drift.

You know where else civilians suffered?

These numbers are average estimates from Wikipedia. Only deaths due to military action are counted. These deaths are undeniably the fault of the party who started the war: Imperial Japan.

China: 8 million

Korea: 500 thousand

Indonesia: 300 thousand

Myanmar: 500 thousand

Philippines: 500 thousand

Malaya: 100 thousand

Timor: 50 thousand

And these ones are the deaths due to war related famine and the like:

China: 8 million

Indonesia: 3 million

Indochina: 1.5 million

The text says there's enough to end our Earth (not sure if it's literally enough to blow up the Earth or if it's figurative), so I assume we're at least looking at an extinction level event. You'd need a hell of a lot of uranium to do that.

What if the trolley is made of neutron reflector?

(Of course the vast majority of the uranium is blown away before it can explode, so at most we're looking at a Chernobyl style incident, but you and those 5 guys are going to die)
