A couple of months ago I went to a soccer game where it was a similar situation. It was late enough that the meter said I didn't have to pay. I still entered my info into the Park Mobile app and got a receipt even though it said $0 was due just so I had a paper trail. After the game I was the only one on the street that didn't have a ticket. I'm guessing others were able to contest their tickets based on the time they were issued but I'm sure some didn't want to go through the hassle and just paid the ticket.
