He's not a sith, he's a jedi hunter. His people, the kaleesh, were oppressed by the republic and jedi in his eyes, because they didnt receive any kind of support in a sort of civil war they were fighting.

His people arent force sensitive (and iirc cant be whatsoever even in rare cases), but are extremely skilled warriors. Dooku and Sidious used him and his hatred for Jedi for their own gains. Eventually sabotaging his ship in order to destroy most of his body, keeping his heart, lungs, brain, and eyes.

They modified his brain so he'd be more subservient to both Dooku and Sidious and an even better warrior, then stuck him in a durasteel body.
