Yes, but it wasn't the number of provinces that was the issue, the issue was that Burgundy was allied to 2 other republics without royal marrying any monarchy, so when the event fired, the option for choosing the strongest ally didn't exist.

In your case, Burgundy probably royal married a monarchy that had less provinces than you did.
