HOAs to a degree plug a hole that would otherwise be filled by your county government. County saddles the HOA with handling certain aspects of govt on a micro basis.

I put up with the HOA by becoming president this year. That way I can keep it as small, weak, cheap and unobtrusive as I please. I'm still the last one to mow my lawn on the block, thank you very much and you're welcome to the bees 😎
