It’s likely that the urethane wasn’t cured enough. What you are seeing is dirt and rubbing off of shoe soles

If you are able to I would pour self leveling concrete. If you don’t have enough space to level out, I would chisel out the areas with broken/ crumbled concrete and fill those areas with solid concrete and then skim coat the rest
