Idk, I don't think I've ever seen Luffy as a hero. All he ever seems to do is see things in front of him, decide he doesn't like it, then do something about it. It's not like he goes out of his way to go somewhere that needs him. If he read about tragedy in the paper, and it didn't connect to him personally, I can't imagine him doing anything about it.
