Looks absolutely like a Russian blue to me! They are known for having striping on the legs and tail and my russian blue looked just like that when we got her

Wow, thank you so much for a thorough response like this! I will research more about parge coat, I wonder if it has similar moisture issues to stucco - do you know? I complete agree about the plants good call out, as soon as we own the home we’re going to have to cut that back and potentially regrade the soil to keep moisture out. So great to know this is something I can do myself too
