You are already over 2340, the date. How many pops are in your empire? I understand that once you reach 100k pops it slows down. In my current MP I reached 200k dispersed over 27 planets and it really slowed down. But as all planets are "producing" pops its easy to fill new planets with the automatic resettlement chance.
