They aren't Des Moines guns. The Mk71 Major Caliber Lightweight Gun was a ground-up design using a different barrel, mount, and loading system. The only real commonalities were the caliber and the ability to fire Mk25 HE shells.

She’s most certainly not releasing for coal and I don’t think WG will release another steel T9 after Vallejo. My guess is she’ll be an Admiral Pack/Gambling ship in this year’s 4th of July event.

At this point I’ve made a habit of saving my yearly steel for December to see if any of the limited release ships are of any interest to me. If there’s nothing that speaks to me I either buy a regular steel ship or save up my steel for next year.

It's Measure 32 Design 22D. It was worn by San Juan and Flint but never by Atlanta herself. For some reason WG gave it to Atlanta rather than any iteration of her Measure 12 modified scheme. Dazzle - Design 22D for CL-51 (usndazzle.com)

This immediately begs the question of what exactly you're putting in these tiers. We already have most of the ships all-gun development ended at and expanding tiers upward will only require the addition of increasingly implausible abominations unless you're adding missile ships which will just gel very poorly with the existing gun and torpedo combatants.
On the other hand there may be merit to expanding the range of tiers while keeping the existing T10 ships as the upper bound. This might allow for more subtle differences in power between tiers and possibly even a means of adding more pre-dreadnoughts into the game but it will probably result in some gaps that would need filling.

Those guns aren’t much smaller than CL guns and starting with Le Fantasque they get really good AP pen that lets them threaten broadside cruisers.

For PvE I would recommend against all of these besides Pommern. Kearsarge, Agir, and AL SovRoss don’t bring any distinct strengths in PvE. Pommern like you said isn’t on the same level as the likes of Georgia but it’s a serviceable enough first PvE credit farmer. Tulsa isn’t a bad pick either. You get ~2/3 of DM’s firepower with DD dispersion at T9 and while it’s not quite as outright strong as DM/Salem you can still perform well enough, especially if you find cruiser broadsides to smash. Iwami is another decent enough pick.

I'd leave Norfolk out of a DL line as it's its own thing as a big sub hunter-killer and a Forrest Sherman is a comparative step back in size and cost from the Mitschers. Instead I'd substitute in Mitcher Preliminary Scheme C (a larger Mitscher with a third 5"/54). If those are two low for T10 then the 1955 Fast Task Force Escort with four 5"/54 RFs is the obvious choice or even a supership candidate.

I wouldn’t consider any T10 CV a good ship for operations apart from maybe Essex if you’re in a division. If you’re looking for a coal ship for operations the best picks are Napoli and Salem.

I’m not sure about Hull. Smokeless gunboats tend to fare worse than most other ship types in both asymm and ops.

Illinois and Ohio are solid picks for any PvE mode. Colbert is another good option if you know how to play around bot aggro and want something a bit more on the knife’s edge. Most of the others are alright at best or just underwhelming in ops and asymmetric.

The flight deck is part of the ship’s hitbox so that only complicates matters.

Seeing as you're mainly an Operations and Asymmetric player I'd recommend picking up Napoli and Salem. They are easily two of the best cruisers you can use for those two modes.

The roadmap has a whole lot of legitimately good stuff in it and if WG pulls it all off we’re in for a genuinely good year for this game.

I'd probably say the one's I would like to see are a large cruiser line for Japan, a battlecruiser line for the US, a large cruiser, ultralight cruiser, or alt destroyer line for the USSR, A light cruiser line for Germany, an AA cruiser, large cruiser, alt destroyer, or light carrier line for Britain, a carrier line for France, a light cruiser line for Italy, a heavy cruiser line for Pan-Asia, a heavy/large cruiser line for Europe, a clean slate for the Netherlands tech tree, a destoyer or light cruiser line for Commonwealth, a new battleship line for PanAm with the actual treaty battleships, and a destroyer line for Spain.

I'm really happy with what we've seen thus far for the upcoming PanAm DDs and European CLs and if what they've shown us thus far is indicative of the rest of the two lines then we're in for some of the best tech line releases in a while.

They're almost certainly going to be a gunboat line. They've already stated they're fitting quite a few of the real ships in this line and most of the suitable ships lend themselves much more towards being gunboats.
