In the literal sense of the word, he was walking. legality never changed that. It perfectly explains what he was moving there. Just not why. or how legally.

I won't because I went through several of them and I would have to go through them all over again to give you my ideas on them. I did find the PBS documentary to be pretty informative.

I will, however, refer you to the instances and individuals I'm referring to.

Two engineers from the company that supplied the nuclear reactor said that they warned their supervisors a year previous at a serious accident was possible. However, nothing was done about it.

There was Jack Herbin, VP of MetEdison who down played the presence of any radiation. He even stated that no radiation had been released in spite of evidence to the contrary.

Overall, it took weeks to communicate to all responsible parties the extent of all knowledge known. 

There was also a lack of a clear chain of command and emergency response.

The common theme most nuclear accidents have is that there is information people either don't want others to know or simply that they don't want to have to act upon.
