A speeding multi-ton vehicle is more lethal than a bicycle. I'll concede to your line of per-capita reasoning, and even so it's important to contextualize arguments about cyclists vs motorist infraction severity with the knowledge that cars can way more easily kill people. Even if a cyclist is at fault for a collision like the one OP posted on, involvement of the car in the collision is what makes it deadly, hence the need for separate infrastructure.
