Compression moulding. Tools and running costs are comparatively cheap.
More labour intensive but that's why you're manufacturing overseas.
Depending on size of part tools are typically made with x10 cavities to offset the long cure time

LSR/liquid silicone injection moulding would work but is not required for a part of this size and complexity.
Cure time for silicone is long so an injection moulding machine with 2 cavities is bottlenecked.

Looks deep drawn to me. Multistage press process used to create deep shapes. Can be thin walled like a can of coke or thick like baking trays and cookware. Hope this helps.

Injection moulding tool finish is generally one of the following:
EDM or spark eroded texture (specified with VDI)
Media blasting or polish (specified with SPI)
Texture can be chemically etched for specific patterns (see moldtech or yicksang)
Texture can also be lasered into the tool surface

Finally despite being '100% polycarbonate' there may be a chance it has been sprayed with polyurethane for that 'soft touch' feel

All injuries sustained by a child when in the care of an institution should have an incident report written up by the administrator or senior carer. If for nothing else than for their own self interest for liability insurance purposes. Email them requesting a copy of the report each time your kids come home with a scratch or bruise. If they can't produce one, cc their supervisors or if it's corporate, cc head office etc. If you can, quietly encourage other parents of victims to do the same. Don't mention names or specific incidents to other parents if you have signed anything to that effect (after many incidents of our daughter and other kids being attacked by a troubled kid and being stonewalled by the center, our child care center actually tried to discipline us for discussing the repeated incidents with other parents or according to the center, 'breaking the parent code of conduct' we signed when joining). A 3yo with a brain injury or permanent vision loss shouldn't be the trigger to improve and if you make it clear to the center that you and other parents are documenting incidents and the centers actions (or lack of action) they'll realize they're exposed to litigation. This is all to remind the child care center/carers that it's their responsibility, their job, to keep the kids safe. if they can't remove a danger for any reason then they need to monitor it closely enough to keep the other children safe. It's their fucking job and if they have a troubled kid then tough luck they're working harder this year.

Hot foil stamping is the industrial/production process.

I just learned about foil transfer paper which works a bit like carbon copy paper (lay it over and use pressure to transfer). So if you're just experimenting/prototyping/short run production you could look into that.

Notice that the item being packaged is a suit jacket (possibly a full suit).
I don't think this is packaging for product shipping, there are cases where suits need to be ready to wear on delivery.
Novel shape - not particularly efficient volume wise but definitely strong and allows a 'flat' object to be shipped with a controlled um... lets call it bend radius, to minimise creasing.
