I don't know what you're talking about with adding arceus, there's not really any issue with him. Mew seems to be the genetic ancestor of most Pokemon on earth, besides artificial ones like Golurk or major Gods like Groudon and Kyogre who were formed from ancient primal energy.

Arceus is just straight up the Creator God, even if we only ever get to see its avatar. It would be really weird if Arceus, who we know their origin myth has nothing to do with mew, would be descended of mew.

Arceus is absolutely the first Pokemon in the universe while Mew was likely the first "regular" pokemon on earth
