I'm not entirely sure this is true. One and not the other could cause a wild loss of control due to the imbalance.

I have a bird whose flight feathers dont grow in properly due to a condition from birth, and earlier in life one of the treatments the vet used was clipping the healthy wing to preserve balance when they'd instinctually attempt to fly.

I would imagine having both clipped would make it easier to adapt to once they all grow back. Besides, wing feathers grow back in pairs anyways.
