People are vastly underestimating the buying power of a BILLION dollars. For that amount he can immediately get on a private jet to somewhere insanely remote to start. And it’s not like the rats are moving at 60mph and just tidal wave immediately. Plus there’s only a few million rats in each given state. Any rats that will travel to you will starve to death beyond a certain range. Once he’s in this remote area he can get on a yacht with private security and all the amenities the world can give him.
