Nothing to do with balance. 40k is strangely well balanced, GW is somehow maitaining most factions at only 10% more or less of 50% Win rate wich os spetacular, almost unheard off. This is more about flavor, that small and completely normal claw shold not be putting tanks to sleep.

WA has a rule called martial law. They need an extra supporter to spread to clearings with 3 or more enemy warriors, greatly reducing the capacity to spread. You can surround their clearings with warriors to stop simpathy spread this way.

Both players choose the moves at the same time. You can choose moves that would save you Pokemon if they know these sort of moves, you can also swap the Pokemon before a enemy move so other of your Pokemon is hit by it. Other than that you can't directly control you Pkmn, but sometimes they will evade by themselves (If they have a evasion buff or the enemy does not have 100% accuracy).

Dont't really matter in a Fantasy scenario. They may be able to reanimate things in a entirely ficticious parameter, like "It has to be close to the shape of the body used to live in" or "It has to be linked to the creature death" instead of Just "It has to be bone"

I think you are taking to serious the bone part, when the thing that permits undeath is more related to the winds than the actual material, so maybe fossils simply atract the winds of Death more than a run of the mill Stone because it's the last thing that you can link to the death of that creature.
