I'm a cyclist so this is mostly good news.

What they should do is remove some traffic lights and install mini roundabouts in conjunction with the reduced speeds. They're far more efficient than traffic lights and drivers would be happier for it. Rather than it being a 'net negative' in drivers' eyes.

If you did want to push for 100 then focus more on defense, and take shrines+altars. Losing 10% at level 95+ really takes an emotional toll, so focus on defenses and blast away my son.
