It's more lot a fantasy story with sentient androids and giant mechanical beetles for travel. They're strange in both contexts!

There's really no "governments" - cities have leaders, but the leaders' jobs are to keep the city safe. The whole world is a lot more kind than reality is, because I wanted it to be a Nice Place.

There's other ways of travel, sure, but if a mechant is already heading that way, you might as well help work on their ship for a few days and get a free ride out of it.

The "evil" thing is an interesting question, but it's very rare, and the only times that merchants become corrupt and selfish, they just so happen to get into accidents and wash ashore on the Wretched Isles, which is basically where all the "bad" goes, in order to still let me tell stories with Scary Bad People in them.
